That's not obvious. Besides, suppose someone who had never stood for election had applied and been appointed. True he or she would have never been turned down by the voters, but then he or she would have never garnered a single vote either. So would you support a process whereby someone could be appointed who no voter supported over a person who at least some voters supported?
