Most...ought...or. There is a big, big difference between "the States" and "the People". Would you be happy with a 1st or 2nd amendment that applied to the States but not the people? I realize that's not the case; I'm just making the point that there's a significant difference between the two entities.<br /><br />The Constitution is far from THE answer. Federal programs must be treated as tho they were offerings of a non-profit entity as the Federal government has no power if the people remove it. Costs must be scrutinized and ONLY those programs that fit within the Constitution should be funded.
