Chaos? Of course. I like chaos when it supports competition and innovation. Consider: what happens if states decided to lease frequencies for a small down-payment up front and take a yearly cut of, say, 5% of the profits<BR/>*<BR/>AWESOME prof!<BR/>This is a keeper.
