. . . . while with the one hand SecEd Arne Duncan was promulgating Race to the Top as the panacea for our nation's education ills, on the other hand he nearly slipped in an administrative change that would allow school districts to unilaterally slash spending for special needs students (like my son, or Dana Garrett's son, or Joanne Johansen's neice, or dozens of kids you probably know) . . .
The U.S. Department of Education this month took back an offer it made to school districts last summer that would have let them cut special education spending permanently, with only a one-time penalty, and for reasons other than existing exemptions in federal disability education law.
